Effective October 10, 2008, the "Protecting Children in the 21st Century Act" [Title II of the "Broadband Data Improvement Act," amending 47 U.S.C. 254 (h)(5)(b) of the Communications Act of 1934] mandates that elementary and secondary schools having computers with Internet access may not receive services at discount rates [i.e., E-Rate grants for Internet access, Internet service or Internal connections, but not grants for telecom only] unless they submit to the Federal Communications Commission a certification that as part of their Internet safety policy they are "educating minors about appropriate online behavior, including interacting with other individuals on social networking websites and in chat rooms and cyber bullying awareness and response." Furthermore, the FCC's E-Rate enforcement provisions include the following:

Your E-Rate Subscription Package includes the following: Easy online access to downloadable i-SAFE Internet safety curriculum: The Cyber bullying lessons, social networking lessons and appropriate online behavior lessons cover E-Rate related topics. The interactive curriculum, entertaining and informative videos and Webcasts are standards-based and age-appropriate. It is important to know that the curriculum can only be accessed electronically through i-SAFE; and can NOT be uploaded to a school or district server or distributed through technologies such as Moodle or Blackboard. However, with a signed Subscription and Licensing Agreement i-SAFE videos can be uploaded for convenient viewing from a school/district central server or through other distribution technologies.
A copy of the E-Rate curriculum samples is available for download. Maintenance-free documentation of your Internet safety education: i-SAFE, as an independent third-party, collects and stores and provides you with database records that fully document which teachers at each district school are teaching i-SAFE's E-Rate lessons.
Certificate and Audit Report: Each E-Rate educator can download an i-SAFE certificate validating (i.e., to FCC auditors) that the district schools are "educating minors about appropriate online behavior, including interacting with other individuals on social networking websites and in chat rooms and cyber bullying awareness and response." Upon request, an audit report is provided that documents the school, teacher, Internet safety topic, and date.
The annual pricing structure, for the i-SAFE E-Rate Subscription Package, is priced per school and/or district (5 to 49 schools*).

In order to take advantage of i-SAFE's E-Rate Subscription Package, purchase can be made via online or by submitting a Purchased Order (PO). All POs must be accompanied with the i-SAFE Subscription Quotation which can be electronically downloaded. It is very important to complete the contact information with the name and e-mail address of the person you designate as your i-SAFE staff representative, as well as filling in the school and quantity fields.
